Kent County Levy Court Announces New Leadership for 2025-2027 Legislative Session
The Kent County Levy Court is
proud to announce a historic change in leadership for the 2025-2027 legislative
session. Joanne Masten has been elected as the first-ever female President of the
Kent County Levy Court. Her appointment marks a significant milestone for the
County, symbolizing progress and inclusivity within our community. The new
leadership was officially sworn in during a ceremony on Tuesday, January 7,
2025.
Joanne Masten assumes the role
following the dedicated leadership of Terry Pepper, whose service as President
was marked by an unwavering commitment to the residents of Kent County. Mr.
Pepper served as President of the Levy Court from 1994-1998 and again from
2021-2025, as well as Vice President from 2017-2021. The Levy Court extends its
heartfelt gratitude to Mr. Pepper for his outstanding contributions and
leadership during his tenure.
Joining President Masten in this
new chapter is Bob Scott, who has been named Vice President of the Kent County
Levy Court. Mr. Scott succeeds Alan Angel, who served as Vice President of the
Levy Court from 2021-2025. Mr. Scott brings a wealth of experience and
dedication to his role. Together, President Masten and Vice President Scott are
poised to lead Kent County toward a bright and prosperous future.

Leadership change brings a fresh perspective, and I’m committed to working with all of you to address challenges head-on and ensure our county remains a place where everyone can thrive,” said President Joanne Masten.
This is an exciting time for Kent County. President Masten and Vice President Scott’s leadership is expected to guide the community with vision and determination, building on the strong foundation laid by their predecessors.
The Kent County Levy Court
